The Council of Ministers is the Heart of the decision-making in EU.
Under the treaty establishing European Community, the main responsibilities of the Council are the following:
The Council is the Communit’s legislative body; for a wide of Community issues, it exercises that legislative power in co-decision with the Europen Parliament (see below);
The Council coordinates the general economic policies of the Member States;
The Council concludes, on behalf of the Community, international agreements between the latter and one or more States of International organizations;
The Council and the European parliament constitute the budgetary authority that adopts the Community’s budget…
