Conclusion
In the case of Malaysia, the imperative to develop into a knowledge-based (K-based) economy is crucial in order to achieve Vision 2020. Therefore, there is a need for Malaysians from all walks of life to be able to use information and communication technologies to access information, communicate with others, and participate in social and economic development. Not being able to access basic information would relegate one into the wrong side of the digital divide.
