Secure rational usage of the city territory that would facilitate well-balanced economic development and maintain environment (also cultural surroundings) corresponding to state and municipality long–term priorities and development plans.

Create preconditions for the city integration in development planning and economic processes of the Vidzeme region as historical, social-economical, cultural centre, which is characterized by functional features in the country measure.

Provide sustainable and well-balanced development of the city environment, co-ordinating economic activities and architectural, cultural ambience and nature heritage conservation especially nature values; renovate, improve debased environment.
